INM Bulletin: Rafic Labboun Was Deported to the United States

The National Migration Institute (INM), reports that Rafic Labboun abroad, a U.S. citizen, was arrested in the city of Merida, Yucatan, last Saturday (September 8, 2012).

This individual is subject to an arrest warrant issued by a District Judge in California, USA, for the crime of fraud. For its location, INM officials, aided by state police, conducted an immigration review, locating Rafic Labboun, who was accompanied by Samer Youssef Safa.

Both foreigners were taken to the detention facility in Merida, Yucatan. Yesterday (Sunday, September 9, 2012) Rafic Labboun was deported to the United States, based on the provisions of Article 144, Section V of the Migration Act, for having presented to INM fraudulent identification documentation.

Regarding Samer Youssef Safa,  INM started Administrative Migration Procedure, hosting it in said detention facility, issuing for this purpose the submission agreement provided for in Article 99 of the Migration Act.

This bulletin was released by INM on September 10, 2012.

Rafic Labboun is an imam with the Northern California-based Shia Association of Bay Area (Saba Center of San Jose) and Fatimiyya Islamic Center of Hayward.
