A Path to Citizenship for Gangsters and Terrorists

The federal immigration-reform bill plays right into the hands of cartel hit-men, document forgers, and terrorists.

The U.S. has historically had one of the most open immigration policies in the world, and the nations that most often criticize us have the most repressive immigration laws. Apparently capitulating to these critics, even some supposed conservative politicians have joined the Gang of Eight to try to force feed another "immigration reform" bill to citizens.

In April, I joined many other local, state, and federal law enforcement experts in Washington D.C. to voice opposition to the flawed amnesty bill misnamed as "The Border Security, Economic, Opportunity, and Immigration Modernization Act" (Senate Bill 744). Needless to say, we did not get the ear of the Gang of Eight, not did we confuse their opinions with real facts and experience. Chris Cane, president of the union for ICE agents, was even threatened with arrest for daring to ask permission to ask a question at the bill's presentation.

What does this have to do with gangs, you ask? It has a lot to do with gangs, Muslim terrorists, and international drug cartels whose primary memberships are made up of undocumented aliens.

Section 3701 of the bill allows illegal aliens, who are also members of criminal street gangs, to receive a waiver to enter the country simply by making the claim that they have renounced their gang affiliation. We all know gang members would never lie to authorities, right? Under this law, these criminal gang members would still be eligible for citizenship even if they have been deported for criminal activity in the past.

In fact, the Department of Homeland Security secretary must waive misdemeanor criminal convictions to determine an illegal immigrant's eligibility for Registered Provisional Immigration (RPI) status. These convictions include serious offenses such as assault, assault on a peace officer, vehicular homicide, possession of drug manufacturing equipment, discharging an explosive device, DUI, and common sexual predator offences.

Section 2102 of the bill directs DHS to ignore state convictions for crimes such as human smuggling, harboring, trafficking, and many gang crimes when approving applications for legalization, even when these convictions under federal statutes would bar them from legalization. This seems to me to be an insult from the federal government to local and state courts and law enforcement.

Perhaps your jurisdiction has experienced the infestation of Southern California-based gangs such as the SureƱos, or the transnational Los Angeles-based gangs such as Florence 1318th Street, orMara Salvatrucha (MS-13). Illegal immigrants primarily make up the membership of these three largest Los Angeles gangs.

Did you know that one of 10 Los Angeles County residents entered the U.S. illegally? That stat is courtesy of a recent University of Southern California study reported by the Los Angeles Times. The report estimates that these undocumented aliens include 63% from Mexico, 22% from Central America, and 8% from the Philippines, Korea and China.

Offering these criminal immigrants a path to citizenship is unfair and insulting to the millions who have followed the rule of law, paid huge fees, and legally immigrated into the U.S. It is especially offensive to me as a Vietnam War veteran—many served honorably in the military, risking their life and limb to earn their citizenship.

We must consider an important question. Who are the primary victims of criminal illegal alien activity? The answer may surprise you—other legal and illegal people of the same race or ethnic extraction.
Latino gang and drug cartel members mostly murder, extort, kidnap, and assault other Latinos. There's a Houston organization dedicated to reminding us of the terrible cost of our unsecured border. The Remembrance Project and the Houston Eagle Forum run by Maria Espinoza keep these forgotten victims of illegal immigration before the public.

WBRC report by Dave Gibson told the story of cartel hit man Jose Martinez. U.S. Customs and Border Protection officers arrested the 50-year-old illegal immigrant attempting to enter Arizona from Mexico. Martinez had crossed many times before and travelled extensively throughout the U.S., but by luck this time a routine check revealed he was wanted in Lawrence County, Ala., for murder.

When he was interrogated by Lawrence County Sheriff's detectives, he confessed to more than 30 murders across the country—10 of them in California.

Martinez also confessed to a 2006 double murder in Marion County, Fla. The bullet-riddled bodies of Javier Huerta and Gustavo Olivares-Rivas were left in the back of a pick-up truck abandoned in the Ocala National Forest.

"From his statements, he's killed over 30 people throughout the United States so this is what he does. He's an individual who goes around and collects debts for the cartels and kills people," Detective T. J. Watts told the Central Florida News.

This should explode the urban myth that cross-border violence is rare. From my extensive experience in Los Angeles, I can tell you that cross-border violence is not rare at in the illegal alien communities. The cartel and gang enforcers can be active in any state and in any jurisdiction. And this is not only about Latino immigrants.

Other illegal alien hit-men operate in other ethnic communities. Communities established across the country by recently arrived Chinese, African, Caribbean, and Middle Eastern immigrants are victimized just like the Latinos. Sometimes these illegal immigrant killers might be politically or religiously motivated. They enter the U.S. illegally utilizing false identities and often with false documents. They move in and out of illegal immigrant communities with impunity and leave a trail of unsolved violence wherever they go. Many of their crimes go unreported.

A great many of the illegal aliens entered the U.S. under various visa programs and overstayed their visas. This is what some of the 9/11 terrorists and the more recent Boston Marathon bomber suspects did. But under this new bill, an estimated 4.5 million visa overstays—including recent arrivals and document forgers—can attain legal status. This is a recipe for disaster. The U.S. has become the primary target of international terrorists, so we should tighten our border and immigration security not loosen it.

These illegal immigrants also travel internationally. Mexican and Belizean immigration authorities recently arrested an American and two Belizeans as agents of Hezbollah. Lebanese American Rafic Mohammad Labboun Allaboun, and Belizeans George Abdalah Elders and Justin Yasser Safa, were arrested as members of international terrorist organization Hezbollah, in Merida, Mexico, according to a Jan. 1 Associated Press story. Allaboun was extradited to Houston because he was already on a watch list and wanted by American law enforcement.

Without some form of biometric identification verification, paper documents are worthless in today's technological society. The gangs, drug, and human trafficking cartels, and the international terrorists control the counterfeit document industry. They can produce any kind of identification document to any quality standard. We only catch the ones who have poor quality documents. The good ones get past law enforcement. Under section 2102 of the bill, illegal immigrants who have committed document fraud, made false statements to authorities, or have absconded from court ordered removal can still apply for legal status.

Yet this bill is being sold as fair and just immigration reform. Don't be fooled. It's only another politically expedient path to amnesty for criminal illegal aliens. Gangs, cartels, and terrorists will exploit this weakening of our border and immigration security systems. Call, write, and e-mail your U.S. representatives and senators about Senate Bill 744. Don't stay silent.

Bay Area-based Hezbollah Operative Rafic Labboun Released Again from Federal Prison

Rafic Labboun (a.k.a. Wilhelm Dyck; a.k.a. Raffic Mohammed Labboun Allaboun; a.k.a. Hajj Rafik), a leading Hezbollah cadre, convicted felon, fugitive, impersonator, and Imam with Saba Islamic Center of San Jose, California (Shia Association of Bay Area) and Fatimiyya Islamic Center of Hayward, California, was released from a Northern California Federal prison on Friday, May 10, 2013, one day ahead of his originally scheduled release date.

Labboun was last incarcerated at the Federal Correctional Institution (FCI) in Dublin, California. Located 36 miles north of San Jose, CA, FCI Dublin is a low security prison housing mainly female offenders. The institution also includes a minimum security satellite camp housing adult female convicts and an adjacent administrative detention facility housing adult males on holdover or pre-trial status. Labboun was a holdover.

Labboun was released from FCI Lompoc on June 29, 2012, after completing a prison sentence for international credit card fraud. Soon afterwards, he disappeared and fled from the United States, violating his probation. The CIA tracked him in both Mexico and Belize. He was arrested in September 2012 in Merida, Yucatan, Mexico, by Mexican counterterrorism and local police forces when the CIA alerted Mexican authorities about his presence there. He was extradited to the United States and taken into custody by the FBI.

While in Belize, Labboun stole the identity of Wilhelm Dyck, a deceased Belizean-Mennonite infant who passed away in 1976. With help from fellow Hezbollah operatives, Labboun was able to obtain forged travel documents in the name of Dyck. It is not yet clear whether Labboun might still face charges in Belize for all the troubles he caused during his adventure there last year.

Rafic Labboun Exposes Growing Hezbollah Presence in Mexico

North Carolina Representative Sue Myrick (R) has been very vocal in warning of a Hezbollah presence in Mexico, and in urging the Department of Homeland Security (DHS) to step up surveillance of terrorists there. She joins a host of concerned Americans who are worried about the porosity of the nation’s southern border — and continually cautions that border issues aren’t just about immigrants seeking a better life, but about easy access that terrorists have to America.

In June, 2010, she penned a letter to DHS Secretary Janet Napolitano requesting the establishment of a task force to “engage US and Mexican law enforcement and border patrol officials about Hezbollah’s presence, activities and connection to gangs and drug cartels."

Indeed, a year later, the American Enterprise Institute for Public Policy Research, in October, 2011, released a report concluding that Hezbollah “is using the Western Hemisphere as a staging ground, fundraising center, and operation base to wage asymmetric warfare against the United States.” Entitled The Mounting Hezbollah Threat in Latin America, the report also pointed out that “evidence indicates Hezbollah is sharing its terrorist experiences and techniques with Mexican drug cartels along the US border.”

And just two weeks ago, Mansour Arbabsiar, a naturalized U.S. citizen holding both Iranian and U.S. passports, pled guilty in New York for plotting to pay a Los Zetas cartel (also a DEA informant) hitman to assassinate a Saudi Arabian ambassador to the United States. Fox News reported, "'A little more than a year after his arrest, Mansour Arbabsiar has admitted to his role in a deadly plot approved by members of the Iranian military to assassinate a sitting foreign ambassador on U.S. soil,' Attorney General Eric Holder said in a press release."

Fox News also reported that in the fall of 2010 the Tucson Police Department cited the arrest of Jameel Nasar, who attempted to establish a Hezbollah network in Mexico and in South America. And during the previous year — after Jamal Yousef was arrested in New York City — it was learned that weapons stolen from Iran by Yousef’s cousin, an alleged Hezbollah member, were stored in Mexico.

But even after Myrick’s letter to Napolitano, the Secretary said there was no need for a task force, as current intelligence resources were adequate. Napolitano also claimed in 2011 that, “The border is better now than it has ever been.”

However, Borderland Beat reported on September 10, 2012 of the arrest of a suspected American Hezbollah supporter in Merida, in the Yucatan peninsula. Rafic Mohammad Labboun Allaboun is an imam from the Shia Association of Bay Area (Saba Islamic Center of San Jose, California), and was arrested with two others, from Belize, suspected of being part of an Islamic terror cell operating in central America and the Yucatan. The report added that Merida has a large Lebanese and Syrian population.

Fox added a remark from Arizona Governor Jan Brewer’s office — “'The Arizona Department of Homeland Security has indicated there are elements of Middle Eastern Islamic extremist groups operating in Mexico,' said Matthew Benson, Director of Communications for Brewer. 'From the governor's standpoint, it is critical to have a secure border for criminal elements who would take advantage of a porous border, especially like the one we have in Arizona.' "

Myrick has repeatedly warned of a Hezbollah presence in Mexico and said she’s concerned about discussion of terrorism in the Middle East while ignoring potential threats in Mexico. “Given the evidence available, it only makes sense that DHS should, at the very least, investigate the presence of Hezbollah along our Southern border, regardless of who is in office.”

Remarkably, Texas Governor Rick Perry, whose state has the largest segment of the nation’s southern border, maintains a contradictory position on the issues. While he mentioned in last year’s presidential debate that, “We’re seeing countries start to come in and infiltrate. We know that Hamas and Hezbollah are working in Mexico as well as Iran with their ploy to come into the United States,” he continues to take a less-than-tough stance on illegal immigration. From signing into law a tuition break for illegal immigrants to his abysmal sacrifice of Texas’ sovereignty to his goal of building the Trans Texas Corridor “connecting the Texas cities and towns along the proposed I-69 route to the industrial heartland of Mexico, and the industrial base of Middle America,” his actions belie his words. No other project could lay out the welcome mat to terrorists as prominently as Perry’s Corridor project.

The Belize Passport Scandal Triggered by Rafic Labboun Could Be Resolved With Legitimate Economic Citizenship Program

Over the last few weeks, local news sources in Belize have reported that officials in the country’s immigration and passport offices issued identity documents to an individual linked to an Islamic jihadist organization.

Police in Merida, Mexico detained Rafic Labboun (a.k.a. Rafik Mohammed Labboun Allaboun), a U.S. citizen, in early September. At the time of his arrest, Allaboun had in his possession a Belize birth certificate, driver’s license, and passport in the name of Wilhelm Dyck, a Belizean infant who died two months after his birth in 1976. Apparently Allaboun, who has been linked to the Islamist group Hezbollah, was able to obtain all of these documents in a single three-day visit to Belize in August. A criminal investigation is now underway.

This is not the first allegation of fraud in Belize immigration matters. In 2010, a total of 33 Chinese nationals bearing Japanese passports landed at the Belize International Airport on a chartered flight after it had closed operations for the evening. All of them obtained entry documents to Belize. After arrival, all of the migrants disappeared. The Japanese passports on which they traveled were later determined to be fakes. In 2011, prosecutors brought charges against six low-level officials, but the case was so weak that the Chief Magistrate dismissed the case. No charges were brought against higher-level officials who could have known and possibly facilitated the fraud.

Belize isn’t a wealthy country. Most of its public officials receive low salaries. At the same time, the country’s finances are in such dire straits that in August, it failed to make a $23 million interest payment on $547 million of bonds issued by international lenders. It avoided formal default only after making a partial payment in September.

Given the precarious state of the economy on the one hand, and the enormous value of a passport from a peaceful, neutral country such as Belize on the other, it’s not surprising that some degree of corruption exists in immigration matters. The question is, how to best deal with it?

The Belize government has already announced reforms in the process to acquire a Belize passport or other national identity documents. Officials who sign off on applications will be held accountable for their actions.

This is a good start. However, I think another way to address both issues would be with a well-regulated economic citizenship program. During the 1990s, an economic citizenship program existed in Belize, but it was plagued by allegations of corruption. Eventually, it was shut down.

Belize would enjoy substantial benefits if the program were revived and properly regulated. For instance, if the government authorized issuance of 10,000 Belize passports in exchange for a contribution of $75,000, the plan would raise $750 million. Not only would this amount more than retire Belize’s external debt, it would also pay for higher salaries to government officials administering the program. This would greatly reduce incentives for corruption.

To assure all applicants are properly vetted, the government could appoint an external due diligence agency to review all applications for citizenship. It could also make the disposition of the monies raised a matter of public record via an Internet page accessible to any interested party. This step would help to assure funds are disbursed in the manner authorized by law.

Of course, economic citizenship is a controversial topic. Many well-meaning Belize citizens are dead-set against reviving the program. They point not only to the corruption that surrounded it, but express outrage over the sale of their birthright to well-heeled outsiders.

I certainly understand the political sensitivity of this matter. But, would it not be preferable to permit a few thousand wealthy, but law-abiding, foreigners carry Belize passports than to grovel before international donors year after year? From this perspective, a well regulated program that ends automatically after a specific number of passports are issued, with the funds dedicated to a specific public purpose benefiting all citizens, just might find political support.

Visas, Visas, Visas! Hezbollah, Nepal and China

Following the alleged Hezbollah associate Rafic Labboun’s receipt of a Belizean passport in the name of Wilhelm Dyck, the Ministry of Immigration had temporarily closed the Passport Office in Belize City.

After the Hezbollah passport scandal became an international media event, other incidences have come to light. Human trafficking involving natives of Nepal has been uncovered to be simultaneously occurring before and after the Hezbollah incident. According to official documents, the Nepalese nationals have all claimed their trips to Belize were sponsored by the owner of the Bismillah Store in Cayo. But the Bismillah guests have not returned to their country of origin. All that is known is that the man who picked them up at the airport has been identified as Kashif Raza Ali Jaffery, a naturalized Belizean from Pakistan who acted as an agent of his uncle, Khalid Mahmood of Bismillah Store.

But there is another group that is also following a similar pattern. A resident of Santa Elena identified as Zebo Liang makes regular pickups of Chinese nationals at the airport. On September twenty-third, twenty-six year old Shu Bin Zhao, twenty-five year old Huan Wang, twenty-eight year old Xiao Mo Zheng and twenty-seven year old Lun Qin Lin, all arrived on TACA flight 414 and left with the Santa Elena resident. Five days later, on Friday September twenty-eighth, Ziang picked up thirty year old Zhou Qin Ni, twenty-one year old Bin Bin Liu, twenty-one year old Jin Qing Zhao, and thirty-seven year old Yiain Chen, who also came on a TACA flight.

They all had single entry visas that were issued in Belmopan. The policies of the Immigration Department dictate that in the absence of a Belize Embassy, a visitor to Belize would then go to a British Embassy which would facilitate the process of receiving a visa. No one has ever explained how foreigners who have never stepped a foot into the country can travel from as far away as Guang Zhou, China with Belmopan visas already stamped in their passports. A larger group of thirteen Chinese nationals arrived this week using the Havana, Cuba route, that was closed down during a previous immigration scandal when plane loads of Asians trying to reach the U.S. were intercepted. The group arrived on October third on AeroCaribe flight 848. The tourist visas, of course, were all issued from the Immigration Department in Belmopan. Most of the visas were issued in September this year.

If you've been following the news, you may know that there was a recent immigration fiasco in which Rafic Labboun (a.k.a. Rafic Allaboun), an alleged Hezbollah operative managed to get an official Belizean passport issued under a false identity in two days.

Since then, Minister of Immigration, Hon. Godwin Hulse, and other government officials have been hard at work to implement new procedures which will hopefully curb the corruption that has plagued the department and shut off those loopholes.

And in that vein, the government today issued a press release to announce the temporary closing of the passport offices in Belize City. According to the release, anyone who wishes to apply for a passport must go to the Belmopan and other district offices.

There is no indication about how long the Belize City office will remain close, only that it was necessary for improvement on processing and service delivery.

Police auditors join the Hezbollah investigation in Belize

The Financial Investigations Unit (FIU) of the Belize Police Department has joined the investigation of how suspected Hezbollah terrorist, Rafic Mohammad Labboun "Allaboun," acquired Belizean documentation.

FIU Director Marilyn Williams told The Reporter that the FIU’s involvement is required under the Money Laundering and Terrorist Prevention Act.

Under the Act, the FIU is required to be a part of all investigations that have or possibly have ties to terrorist activities. The information gathered from these investigations is to be forwarded to international law enforcement agencies, such as the United States’ Federal Bureau of Investigation (FBI).

Hezbollah is a notorious terrorist group that is said to have connections to Al Qaeda, and are suspected to have played a role in the September 11th, 2001 attack on the World Trade Center in New York.

Rafic’s detention in Mexico and his possession of Belizean documentation have raised concerns about the presence of terrorist groups in Belize.

Williams went on to explain that the FIU was not involved from the onset because she was out of the country when the information about Rafic’s involvement with Hezbollah was obtained.

Since her return, the case file has been forwarded to the FIU, which will be working with the Office of the Director of Public Prosecutions on the matter. Currently the file is under review to see if there will be any criminal charges levied against individuals being investigated on the suspicion of having colluded with Rafic in his illegal acquisition of a Belizean passport, driver’s license and birth certificate under the name Wilhelm Dyck.

It has been confirmed that over the weekend, police located and questioned the brother of the real Wilhelm Dyck, who died two months after he was born.

Police are satisfied the brother had no involvement with Rafic. The Police Criminal Investigation Branch is collaborating with the FIU in the ongoing investigation.

Min. Hulse Speaks on the Rafic Labboun Immigration Debacle

And while that happened inside the Chamber, outside we spoke to Senator Godwin Hulse - about his other role - as Minister Of Immigration.

Last week the Prime Minister announced that Hulse was leading a comprehensive review of the system to tie up loopholes and eliminate corruption. That's after Lebanese-American Rafic Labboun - an alleged Hezbollah affiliate - got a Belizean passport in two days - using the identity of Wilhelm Dyck - a Mennonite newborn who died in Shipyard 26 years ago.

"What we seek to do is to ensure 3 things: first, that anybody who holds a document representing them as part of this beautiful family we call Belizeans that when they come for that document they are who they say they are and they are a Belizean either by birth, decent or registration and we will do whatever is necessary to ensure that that is the case. "It's coming in bits and pieces, we've heard all sorts things, but where the visas are concern, again we are tightening that up to make sure that only persons who are genuine visitors to this country are allowed. If you are sponsoring somebody things like you will be require to place a bond, persons are require to have departure tickets etc. if you say you are leaving by the airport and you manage not to leave by the airport - the sponsor forfeits his bond and all sorts of things we are tightening up on that process as well."

"However, has there been a recent infraction with visas?"

"Not officially informed to us I will say. We've heard it unofficially as well, the Ministry of National Security has been looking into it and our departments have been looking into it. Some texts have been coming in while I was speaking and I haven't have a chance to look at them."

Hulse added that there will also be some personnel transfers coming out of his review.

Yasser Safa, brother of suspected terrorist abettor Samir Safa, is wanted in both Mexico and Belize.

Safa is wanted in Mexico in connection with an immigration investigation, and he is wanted in Belize to be questioned for his involvement with the alleged terrorist operative Rafic Mohammad Labboun Allaboun, who is said to be a member of the radical Islamic terrorist group Hezbollah.

Safa is being sought to confirm the legality of his presence in Mexico. When Samir was arrested earlier in September, Mexican authorities discovered that he had two sets of documentation: one purporting that he was in Mexico as a tourist, the other that he was there as an immigrant.

The all points bulletin (APB) was put out for Yasser, so that his documentation could be reviewed by the Mexican authorities.

According to the   National Security ministry’s Public Relations Officer Delroy Cuthkelvin, both Safa brothers, who are naturalized Belizeans, face possible deportation back to Belize.

Belizean authorities are eagerly awaiting their arrival, as they are wanted for questioning in relation to how Rafic was able to acquire his Belizean documentation and how he assumed the identity of Wilhelm Dyck.
Police investigations continue into the Rafic case and, according to Cuthkelvin, if Yasser Safa is found to have illegitimate documentation, a short judicial process for deportation will ensue before they are deported to Belize.

The Barrow Administration continues to claim that it has no idea how known terror suspect, Rafic Mohammad Labboun "Allaboun," obtained a false Belizean birth certificate, passport and driver’s license in only two days.

Labboun stole a Belizean Mennonite identity, Wilhelm Dyck, with assistance from personnel from the Vital Statistics Unit. He then applied for a Belizean passport under that false identity and obtained the travel document easily from the Belize City passport office. And then he travelled to Belmopan where the Mayor’s son-in-law, Traffic Manager Kevin Jones, personally processed his first time driver’s license even after the cut-off time had passed.

Information to the BELIZE TIMES indicates that Labboun also obtained a fake Social Security Card, which may require an investigation of that office as well.

The Minister of Immigration, Godwin Hulse, has struggled with the investigation. He finds himself in the biggest scandal of recent UDP history. Not only is it a national shame, but also an international embarrassment as Labboun was caught with the Belizean passport by U.S. CIA forces in Mexico. The news went global, and everyone knows it was under Hulse’s watch that such corruption manifested. The embarrassment is intensified by the fact that two weeks later, he still can’t give answers.

And while the investigations into that one case continue, more immigration red flags are surfacing. There is the case of one Fidel Garcia who has a passport addressed at Barrack Road, but there is not such person with that name living on Barrack Road. A series of Lebanese-owned stores do adorn Barrack Road.

There is also the case of Visas issued to questionable persons travelling from Nepal and India. The businessmen travel to Belize through Central and South America and claim their trip is paid for by a certain store in San Ignacio Town.

Hezbollah identity theft investigation continues in Belize

The police investigation into the Belizean passport, driver’s license and birth certificate, issued in late August to alleged Hezbollah associate Rafic Labboun continues. The Criminal Investigations Branch of the police has taken a statement from Kevin Jones, a supervisor at the Belmopan City Council, who issued the driver’s license to Labboun in the name of Wilhelm Dyck. The first inconsistent issue that is to be resolved is how the license was issued in a twelve thousand series while the department is still using the eleven thousand series on the documents. The investigators also noted that citizens can pick up their licenses no later than three-thirty, but Labboun got his Belizean driver’s license at four thirty, one hour after the cut-off time. Police are also questioning the younger brother of Wilhelm Dyck. It appears that he may have provided information of his deceased brother’s identity to others. So the police are trying to determine who knew details about Dyck’s short life and if that could be a possible trail that could lead to Labboun. The case file has been handed over to Marilyn Williams of the Financial Intelligence Unit, but efforts, including voice mails to reach her over the past few days have been futile.

There is also another case that is being investigated for a possible passport violation issued to one Fidel Garcia of Barrack Road. No one by that name lives at the address. It is a location frequented by naturalized Belizeans from the Middle East. News Five has continued its series on visas issued to people from West Africa, East Africa, South Asia, East Asia and Middle Eastern nations. The most recent case involved visas given to alleged businessmen from Nepal and India. The businessmen travel to Belize via Chile and El Salvador. They claim that their trips are sponsored by the owner of Bismillah Store in San Ignacio and they stay at Belmoral Hotel on Burns Avenue. The names, ages, passport numbers and Belize visa numbers have been handed over to the Minister of Immigration, Godwin Hulse who says that he will have the matter investigated.  The question of how the owner of a small store can regularly finance the visit of these alleged businessmen to Belize should also be a matter for the Financial Intelligence Unit. Contacts in Nepal and India have been unable to determine if these alleged business persons have returned to their homeland. We’ll keep following the paper and money trails of this story.

Hezbollah Terrorist Rafic Labboun Obtained Belizean Documents In a Span of Three Days

Last night we told you about the three individuals that were arrested in Mexico, allegedly members of Hezbollah. Two of the individuals, Justin George Abdalah Elders and Yasser Safa are of Belizean Nationality while 44 year old Rafik Mohammed Labboun Allaboun, a Lebanese American, identified himself with a Belizean passport under the name of Wilhem Dyck at the time of his arrest. Here in Belize the news of the men’s detention sent off the alarms at the Ministry of National Security and investigations have revealed that at the time of his arrest Labboun (Allaboun) had a Belizean Passport a Birth Certificate and a driver’s license on him all under the name of Wilhelm Dyck.

Today when we spoke to Public Relations Officer for the Ministry of National Security Delroy Cuthkelvin, he told us that the matter has been turned over to the Criminal Investigations Branch and their findings are alarming.

“There are three things that the police authorities have been trying to establish particularly where it concerns the individual that has been referred to in the Mexican Press as an American national with Arab origin let’s say in the East of Belize.  The person has been carrying a fake Belizean passport that was issued in the name of one Wilhem Dyck, two this person has been carrying a birth certificate also in the name of Wilhem Dyck and third that person had been carrying a driver’s license also issued in the name of Wilhem Dyck. One of the things to note is that all these three documents were obtained within the period of about three days on the 29th of August 2012 a birth certificate was issued at the Vital Statistics office, on the 29th of August 2012 an application was supposed to have been made at the passport office in Belize City for a passport to be obtained in the name of Wilhem Dyck and the person paid to have the process expedited which is the normal process he paid $100 to have the passport issued expressed and obtained the passport the following day the 30th of August 2012.  We have been trying to established as I said whether in fact these document were officially issued by our authorities and all indications seem to be that in fact the birth certificate and the passport are concerned that they were in fact officially issued so the police has requested that all the files be turned over to them from the passport office and from the Vital Statistics Office.”

So far investigations have been able to establish that Wilhem Dyke was indeed born in the Village of Shipyard in the Orange Walk District. But he passed away at a very young age.

“One of the things we have been able to verified in fact that there was a Wilhem Dyck that was born in shipyard, Orange Walk District on the 8th of February 1976, our police investigations revealed that in fact that person died shortly after he was born about two months later and that the persons parents who on the birth certificate are listed as David Dyck and Judith Dyck are also deceased having died one 20 years ago and the other about 25 years ago and the way that was able to be found out was first the police department had officers visit the Shipyard in Orange Walk and were able to locate a vista of the person who was born with that name, Wilhelm Dyck and she had verified that in fact she had a brother who was born by that name on the 8th of February of 1976 and shortly died after two months later and that her parents, David Dyck and Judith Dyck are in fact now deceased as well  about 20 to 25 years ago, so what the police authorities are trying to do is to establish who made the application for the birth certificate at the Vital Statistical office in Belize City.”

According to Cuthkelvin latest reports indicate that Rafik Mohammed Labboun Allaboun did set foot in Belize.

The latest report receiving from our police authorities is that the people at the passport office has confirmed to them that in fact this individual did in fact set foot in Belize and did physically went to the office and applied for a passport, again as I said they still have not been able to furnish those hard of the actual application that was made and the police were saying that this is also critical in application to the computer files that were found, they need hard copy of the application because there are certain things contained in those hard copies of the application that will be able to lead them to who exactly received the application and who processed the application and also in terms of the J.P. who certified the person in question, that person has already been identified based on the computer information and that person has been picked up and being questioned by police and the person is saying that basically he need to see a copy of the photo and he would see the application to remember what he needs to remember in that regards.  Where the driver’s license is concern our authorities the police officers also visited the office in Belmopan that issues driver’s licenses and were able to establish that the driver’s license in question which was carrying an ID, that ID is actually a number, that ID number is actually a number of a residence  in Belmopan who also had a driver’s license issued to him in the past, so clearly there was some degree of identity theft that went on there, also at the back of the driver’s license there is a serial number and in the case of this particular driver’s license the series of the number is on the 12000 series and the licensing authorities were able to establish that they haven’t reached that series yet they are still in the 11000 series so clearly the number on that license is not a valid number, as to whether that license was actually issued by the licensing authorities in Belmopan we are still trying to verify and also the address that was used on the driver’s license the police have visited that address in Belmopan which is #20 half-moon street, they didn’t find #20 per say they found 1820 and were able to establish who actually resides at that address and are trying to interview those persons to find out if they have any idea why that address had been used.”

Of note is that the hard copy of the Belizean passport has not been handed over to authorities as yet.  Presently police are questioning the person whose I.D. number was used on the driver’s license. But along with the investigation comes another question, how many people were involved in the issuing of the documents? According to Cuthkelvin heads will roll and no stone will be left unturned.

“There are some weaknesses in the system that will have to be upgraded and one of those weaknesses for example is in the case of the Vital Statistics office, the police were told that they don’t physically file applications by week or by month and so and so there is a difficult in retrieving an application, the hard copy of an application that was made for a copy of a birth certificate and likewise in the case of the passport department clearly there is a problem with filing that they are having so much difficulty not been able so far to retrieve the physical application that was made so immediately right up front that seem to be one of the weaknesses of both of these areas and so the police in addition trying to establish any wrong doing on the part of any one and is also being tasked to question people in those departments as to the process and to see whether the process has weaknesses in it or whether the weakness comes in the execution  of the actual process, whether in fact the process is not proof or whether the process is being carried out to the letter as is been required.  This is a thorough comprehensive investigation, no stones will be left unturned the police is on a full investigation into how this particular individual came by the documented questions and who might have facilitated him and what was the motive whether it was negligence or whether there was some willful act committed on any part of any of our authorities or anyone who has anything to do with Belize, including those persons who were identified by Mexican authorities as having being picked up along with the particular individual, no stones at all will be left unturned and if charges will be levied they will be levied.”

The men were arrested Saturday night in Merida through an operation conducted by the National Migration Institute (INM) and the State Police. Allegedly the group arrested was participating in financing activities in an attempt to bail out incarcerated Hezbollah members jailed in the United States.
